PSM Consulting is an engineering consulting firm founded to address the challenges of both making grid operation more reliable and making more effective and competitive electricity markets. We supply expert advise and analysis in both the grid as well as the market design and operations.

Dr. Galarza obtained his M.S. and Ph. D. degrees in electric power engineering from Rensselaer Polytechnic Institute in Troy, NY. He has over 15 years of expertise in power system analysis, system operations, market design and operation, and market monitoring and performance evaluation.

After obtaining his B.S. degree, he worked for an electric utility in Argentina in various capacities.

In 1991, he joined the graduate engineering program at Rensselaer Polytechnic Institute. His doctoral dissertation title was: “Power System Dynamic Equivalencing: Advanced Analysis and Improvements”.

Dr. Galarza joined Power Technologies, Inc. in 1997. As a Senior Consultant in the System Planning and Operations Department, he worked in projects involving transmission planning, software development, interconnection studies, and development of courses for power systems analysis. As an instructor he taught several courses, including: Steady-state Techniques for Power Systems Analysis, Introduction to Power Systems Dynamic Simulation, Understating and Improving Reliability of Large Power Systems, and others.

In late 2000, he joined the Market Monitoring and Performance Unit of the NYISO where as a Senior Analyst he was involved in the design of a market simulator software, conducted numerous market analysis studies, participated in the implementation of market changes, performed analysis of market design as it relates to grid operation, monitored the Transmission Congestion Contract (TCC) market, and developed a congestion cost allocation method for better understanding prices and performing congestion analysis.

Dr. Galarza founded PSM Consulting in 2003. In this capacity, he provides consulting services in power engineering and the electricity markets.
